It's not enough to just post pics with people standing next to or making calls to ccp officials, they have be implicated in doing anti-American/pro-ccp action.
Otherwise, it's the same logic dems used to prosecute Flynn for making that phone call, or implying russia involvement for trump talking/shaking hands with putin.
