What does this mean, then: "MOTION OF DONALD J. TRUMP, PRESIDENT OF THE UNITED STATES, TO INTERVENE IN HIS PERSONAL CAPACITY AS CANDIDATE FOR RE-ELECTION, PROPOSED BILL OF COMPLAINT IN INTERVENTION, AND BRIEF IN SUPPORT OF MOTION TO INTERVENE"

Why doesn't he just refile the lawsuit as himself?

It means exactly that. He should file it himself. Did you read their statement? It was 3 sentences.

His filing was a motion to intervene. Texas was the plaintiff and was found without standing - all other motions, including Trump’s were dismissed as moot. Trump was never a plaintiff.
