The US Constitution provides in the Electors Clause that when the Electoral College presents the votes to Congress the meeting shall be presided over by the Vice President. That arguably gives some measure of authority to the VP who on that day is Pence.

Edit: A more precise way of putting it: the EC votes are sent to the President of the Senate and they are opened and counted. The VP is the President of the Senate.

One of the things I saw was the reasoning that because SCOTUS rejected looking at Texas lawsuit is that it "set" a precedence to say that you don't need to follow the law as GA PA MI WI AZ NV just showed us... by breaking their constitutional law and US constitutional law. Basically Pence could start counting, then tell everyone to go home... and magically find more electoral votes for Trump.

It's really funny to think about because imagine the blowback from the left if he did that, then Pence says there's no evidence of fraud... it's a funny scenario because of how hypocritical the left is.
