Healthy persons’ mandate to cover their faces with non-specific material will be enforced for public safety, but people who hit smack on a playground and fight with the cops will not be subject to law enforcement because it is not a threat to public safety.
Surely this has to be malice. Nobody can be this schizophrenic and be functional enough to run for public office...
