I think Asian governments would prefer not to panic their people into a shutdown for the incredible economic detriment that will likely cause more deaths in the future. It won't be long in the west before they're pushing doctor assisted suicide and euthanasia on old folks to pay for the massive debt the lockdowns cost us for deaths that weren't all that preventable. I suspect the way the USA, S. Korea, N. Korea and Japan counts their deaths is very, very different.
