I had the same doubt on seeing the date but It has the same fields as what they said in the report and I’m pretty they said “almost 2 million”, which makes sense.
While it’s all in mandarin, are you sure it’s all folks living currently in China? I have yet to confirm myself.

That database is at least three months old, is less than 2 million CCP members, and all entries are Chinese people living in China.
