Seat of government shouldn't even have residential districts, honestly. DC should have the white house with limited actual residents of DC restricted to presidential family.
Every other building needs to be dedicated to government work and historical buildings.
Reps/senators/people shouldn't be allow to live in DC. They can commute to work. It's the seat of our republic. Not fucking SoHo or a homeless camp.

I really don't see how that adds up -- so, a foreign nation is prepared to use force of arms ... but now they won't because 'the rules'?
No - an armed society is a polite society. Ban guns in the capital and look at the shit show it's wrought us.
If a 'foreign state' wants to bring guns to our capital. Let them. Let's get rid of the ambiguity. Because we can settle that real quick.
