I looked into this before. If I got all my facts straight, in the asshole states black powder is exempt from registration and FFL requirements, but it is still considered a firearm as far as carry and use goes.
It wish this weren't so, because Revolution 2.0 kicking off with blackpowder muskets would be quite fitting.
The laws are pretty loose on them. Years ago they were absolutely considered a firearm. Laws changed two or three years ago and now in most States they have loopholes that make concealed carry and felons allowed to carry. You can even get them mailed directly to your home!
