Random aside, but back when I played World of Warcraft we used to talk about a theoretical in-game bounty system where you could loot the inventory of characters judged as grossly offending. This reminded of that...and it's pretty awesome. Basically, the same as privateering or giving civilians authority for one-on-one warfare.

Basically, enemies of the state would have their names posted on the public forum. If you killed the public enemy, you would get all their assets.
Do that here for all names, and it’ll get finished in a week.
