According to a West Point grad I know, it’s a mascot for one of the cadet companies. F Co, 4th Regiment. Some of the companies used to have spicier names like Fighting Cocks but they all had to change them around 2010

Can confirm. I'm an '88 grad. F4 are the "Frogs." That is a Cadet dressed as their company mascot.

My company were the "Dogs" which became the "Brew Dogs" until West Point made them drop the "Brew."

Thanks for the info. I just assumed it was one of the Royal Cadet exchange students in xis furry-fluid uniform of the day.
