I'm pretty sure that when the POTUS has evidence of foreign infiltration, and all other measures have failed, he can use the Insurrection Act.
How does the Insurrection Act affect the Election? Does it invalidate the results and keep Trump in office even if Electoral College chooses 270?
With clear evidence of foreign conspiracy and when all else has failed, I believe so.
