So I did a Google search for this (not that I didn't believe you I just wanted to see if time actually listed it on their website and they do) however something on Snopes popped up and I was curious what they had to say. Fun fact time magazines excuse is that they claim that they make the person of the year whoever had the biggest impact on news in the world lol and that it's not about prestige or approval. which we both know is an absolute load of crap
You can find those Time articles online. They were not celebrating Hitler. In fact, they essentially call the western world cowards for doing nothing to push back against Hitler.
