Assume a specificity of 99% for the test, to be generous. What percentage at least of those cases are false positives? So at least 0.95%, let's just say 1%, of all tests are false positives. So at least 20% of those tests are false positives. So the infection rate is less than 4%. Rinse and repeat. It's all hocus pocus without a gold standard by which to determine infection.

So they had to either inflate deaths or decrease positives... they most likely inflated deaths (but I wouldn’t throw out decreasing positives either as Elon Musk did get 4 tests and 2 came back negative, he absolutely had COVID).
