This is really a non-story, unless they are filled out or counterfeit. Or the storage is insecure. Needs more info to be mentionable.

they are non filled out ballots in a warehouse, while I agree it could be ripe for fraud, we don't have fraud here. They ballots aren't even filled out.

You can see it says "Client: Fulton County" so the only issue is when they should have been destroyed

Runbeck election services process includes putting the ballots in envelopes: "Workers feed the ballots along with envelopes into machines that scan each envelope, match it with a voter and stuff the envelope with the right paperwork for each voter.

It's much faster than stuffing envelopes by hand."

So if the printing company in Arizona prints them and puts them in the envelopes before sending then to Fulton, why would the warehouses in Fulton have tons of ballots without envelopes?

Maybe these ballots were the ones that were supposed to be handed to people at the polling locations? If so why are they still on AZ?
