It may mean the stack is not ballots for issue OR just the top cover is not a ballot, just a label - so people know what's inside. (the remainder are).

It appears the "NOT A BALLOT" is because that is the cover sheet for the bundle and the miniature ballot on it is showing what is in the bundle.
