Obviously we don't know for sure but I've heard the ballots and other stuff. I've been seeing a lot of military movement in the oceans and seas. Is that what they meant?

I don’t follow Q, but research a lot and like rabbit holes. In my completely unprofessional Q opinion it refers to the alleged watermarks on the ballots. It was reported, from Georgia I believe, that some of the photocopies of ballots had greyed out watermarks. That indicates they were, in fact, photocopied.
Maybe it wasn't "watermark ballots." Maybe it was "Watch the water" about the excuse of the water main break being when they were going to filter in a shit ton of illegal ballots.
