The printer puts the ballots directly into envelopes after folding them as they come off the press. Any ballots unused/surplus are destroyed and not mailed blank and outside envelopes.

Even if these were in envelopes and unused they would have been part of a chain of custody that would be overtly present until they are destroyed and the chain of custody stored for several years.

These are naked ballots, shipped from state to state, with no chain of custody, stored in a warehouse not usually used for this kind of thing.

This. It would be similar to finding a pallet of uncut currency in a random warehouse. It would raise all sorts of questions.

Wow, the more you know. I just thought it implied the mishandling of ballots that were then sitting freely for any person to take.
