The counties order individual ballots to be printed and shipped straight yo the voter.
For in-person voting, they figure out how many people are exoected to show up and print that many plus a few extra just in case. If they run out of ballots they can use provisional ballots which go under special scrutiny.

Someone said when they’re printed, they’re automatically put in envelopes then shipped to the voter.
