All printed ballots are supposed to be tracked with chain of custody, and in batches for specific locations based on number of registered voters - this is done as a security measure to make it harder to acquire official ballots.
At the very least these ballots should be under lock and key, not just sitting on a palate in a warehouse lots of people have access to.
