As former Military, this is as serious as it gets. Why? Because some Lefty Lawyer got something overturned because Acting Secretary So-and-So wasn't Approved by Congress or some such bullshit so this EO now provides Legal Means to execute any and all Duties, Orders and Tasks in a manner that sidesteps the need for Congressional Approval of, let's say, The Secretary of the Interior who got bonkied on the head while skiing and they really really need a Secretary Level Signature on something and he's in the Hospital in a Coma and they need to Save The Trans-Racial Spotted Owl or some shit like that.
Or if the Secretary of Defense gets fired and you need someone to cosign the Executive Order he made in 2018 along with enforcing the Insurrection Act.
He's now created the Civilian version of a Military Chain of Command that can't be interfered with by meddling Lawyers.
