I actually don't think these voted in multiple states stories are actually people voting in multiple states. More likely is they never removed their name from the voter roll. Here's how I think the Dems pulled off the fraud:

  1. Wait 'til polls are closed and find out how many votes you need.
  2. Find all the people that didn't vote, and mark them as having voted and fill out a ballot for them.
  3. Sometimes those random people that moved to another state, dead people, etc. are the random names they pulled from the "not voted" list.
  4. They are now checked off as having voted, and there was an official (non-legal) ballot inserted into the count.
  5. The person is actually innocent, but it's the election officials voting in their name.

From the election perspective yes, but we should not rush to try to prosecute and accuse innocent people of voting twice when it was some election official that cast the illegal ballot.
