There's none. The electors technically have to meet on a certain day, so there's nothing stopping Republican electors from meeting. Then having a contest over certification.
Nevada GOP is sending their own electors because of the rampant fraud in their state. If multiple sets of electors are sent the VP (Pence) picks which is legitimate in casting their vote on January 6th.
I think the delegation just needs to meet, with or without RINO GOP approval so procedurally, if the court cases continue, you have a group of electors that met on the EC day.
It means the Twelfth Amendment rules.. 😉 Congress can accept or not but if after not accepting if no candidate has 270 the States vote by Delegation. And Republicans are ahead in that respect.

That's perfectly legit. SCROTUS approved. They can run their election anyway they like.
It means that there are two sets sent from the same state, with conflicting votes.
