They'd be excellent in taking out infantry even in urban areas. It takes only one drone to see, and all can reposition or fire as needed. The AI would help in providing useful information to the pilot to make proper decisions - and could be as easy as marking targets as enemies, allies, neutral or cautious. They'd automatically dodge and fire, but the pilot would have to make decisions.
The good part is, they could be on patrol or transit and entirely work based on AI without taking action, and give alerts to pilots to take over and control. So only when there is something to do, action has to be taken - and one pilot could man multiple swarms.
