My understanding is that to apply the insurrection act, the President needs an invitation from the state in question. I think there are also cases in which he doesn't need that invitation—denial of voting rights could certainly be one of them.

In any event, this affidavit is to provide more support for Trump's use of the insurrection act by showing that the people in AZ are asking him to use it.
