IIRC NEITHER signature was compared with the voter roll's ORIGINAL signature when the voter registered -- that would take too much time and with so many absentee and mail-ins ... fuk it.
So they were comparing two copies of the cheater's signature and never comparing with voter's original signature when he/she/it registered!!
