Simple idea: governments get emergency powers, but it has to be voted for by the legislature, AND contingent on a deal with the opposition that it's only in power based on certain data/numbers as the situation goes on, and with an ultimate time limit after which re-negotiation occurs again. I.e. you can shut things down for COVID, but only while infection rates are whatever percentage, and in 2 months you have to re-negotiate that with the restaurant-lobby backed politicians
