DC isn't exactly this parking friendly place to go, you have to have buses to go to anywhere, for all you know it's buses from a local hotel and a bunch of people going to the same place arrived and cops happened to be driving their rigs in front to get to the event
Show me ANTIFA getting off the buses then OKAy , still its law enforcement job to protect people, so even if they are ANTIFA etc the cops could get sued if they didn't establish some sort of peace keeping line between them
