Yea, I guess so. Although, he is credited righteously for saving Russia from the brink of disaster with the Chechnya War in the 90s and reviving the country with an economic boom and else during the 2000-2014 period ... before the nonsense in Ukraine happening.

However, he was neither top-ranked (e.g. stationed in Dresden as a Colonel) and he actually left the Communist Party in the early 90s being disgruntled with what they did to Yeltsin etc. He actually worked as a Cab Driver for a while, before coming back into Politics.
