You cannot have an error rate of 68%. If each vote recorded is random and you record 100,000 votes, then the result will be 50-50 +/- .0001% to 1 in 1,000,000 rr some such confidence level. 68% means it is not error, but programmed in jiggering to a certainy of 999,000 in 1,000,000 or some such.
