Sanctioned by anyone? If you say it was sanctioned by a court of law, then that is what I'm asking. Where is the source that this guy was hired by the state/county/government to perform this audit.

It could be just some guy or group that is doing this on their own with public information or something? I do not know. This document doesn't say. That's why I'm asking.
