A pardon is only applicable if the person being pardoned is guilty. Trump wanted Assange to come forward and say who leaked the DNC files. My guess is that person was someone big. Seth Rich or Mike Flynn. And if Assange did that, he would be technically admitting guilt and then Trump could/would pardon him.
But Assange won't reveal his source. So the standoff remains.
