The states elect the president, not the people. The people elect Representatives to the House, and (under amendment 17) U.S. Senators, but not the president.

Two sets of electors were sent, but they were both certified by the Governor. It sounds like the second set of electors were certified after legal proceedings/recounts had finished (and well after the electors had voted), but were not certified initially.
I think the key thing is that those votes were certified whereas as yet the GOP electors from PA/MI/WI/NV/AZ/GA are not. Whether they will be by Jan 6 is up in the air right now, but until they are certified I don't think they matter.

MI and WI state legislatures already made that choice. In MI the police are blocking the legislature electors from entering.
