To be clear, it's not that the machines fail 68% of the time, it's that they've been configured to reject 68% of ballots so that they have to go to manual adjudication - where the poll workers can mess with the result.

It's the opposite of what they did with signature verification, where they accepted any scribble as a "match", because the intent was to accept as many mail-in ballots as possible.
