Not gonna happen at least not right now. All big tech providers are pushing for public cloud. They don't want companies hosting their own data in private cloud or on prem. The minute any competitor comes up on market either near IPO or shortly after IPO phase they get scooped up from the valley. This is about control of companies data.
Azure has ExpressRoute which lets you do a hybrid approach, and there are even manufacturers that allow you to put hardware in your own datacenter that allows the same scaling benefits as public cloud.
