So wait... how do you individually review 220k ballots? Isn't the whole point of the secret ballot to make ballots incapable of being traced back to who cast them? So while you might know if a certain voter was falsely claiming indefinite confinement, how could you know which ballot was theirs and throw it out?

yeah, it seems like you either do or do not have the signed indefinite confinement form from the citizen..
if you don't have those, they're thrown out.. this isn't auditable if that's not the case..
