Basically split electors cast votes for that state; in effect, one envelope for each candidate. Then Pence decides which to count if any. If 270 or more electoral votes are not counted, it goes to a contingent election in the house of reps. The contingent election is one elector per state; there are 31 Republican-controlled states.
