I feel there's a clear difference in rural and urban police. With rural, you have your local law-abiding sheriffs and deputies (i,e: those of which we think of when we say "back the blue."). With urban, you have your police chiefs and cops that most likely reek of corruption.
No, I meant Sheriff. It's my understanding that the elected Sheriff for a county has the authority to arrest anybody in their county... although, that is up to the state.
Where is the Sheriff? The Sheriff has authority to arrest anybody in his jurisdiction and has authority over these cops.
