I know Swing States are sending 2 sets of electors. Which ones?
What does this mean as the process moves forward?

That is my understanding. If a 51% majority of state legislatures appoint their own electors (as is their constitutional right to do) to cast votes, and the governor-certified popular electoral votes are also cast, the state is contested.
