Just bring a table and do it outside like they did in Arizona.

They could do it in a walmart parking lot.

The govorner/sos have zero power over this process

The Constitution disagrees with you:

Clause 2. Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress; but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.

The governor/sos have NOTHING to do with this process and any rules written by a state to say otherwise is superceded by the constitution.

Right,band at ANY time they deem it necessary that can change with zero input from governor/sos.

Whatever rules anyone thinks exist that give them any power in this process are not real. The legislature can take that control at any time.

It's like parents telling an older sibling they're in charge. Even though the sibling may think they're making the calls the parents actually have complete control over the entire situation
