Can't the MI legislature convene outside the building with a quorum, and could still be conduct their state constitutionally mandated duties? Can they vote to have gov. Whitless arrested? Or, impeach her with a large enough majority? Or send a request to President Trump to use the National Guard to throw her into the clink?
