Whatever rules anyone thinks exist that give them any power in this process are not real. The legislature can take that control at any time.
It's like parents telling an older sibling they're in charge. Even though the sibling may think they're making the calls the parents actually have complete control over the entire situation

I think the Constitution means exactly what it says.
This power is solely the legislatures.

The govorner/sos have no real power over the process.
Any imagined power is reclaimable by the legislature at any time they wish.
