The state cops answer to the state. Not sure how Michigan's exec. branch works, but they probably answer to Frau Whitler. I trust county sheriffs far more than state and city cops.
Sheriffs = elected and serve at the pleasure of the people.
This isn't always true in all situations, but it's a general rule of thumb that if LE is on your side, it's more likely to be the sheriff's office than it is state or city police.
Arguably, the sheriffs are the Constitutional peace keeping force.
Sounds like the sheriffs in the NYC area are more on the level of corrupt staties based on what I've heard from the Staten Island bar owner issue last week. But as far as I can tell, sheriffs tend to be the good local guys just about everywhere else.
