I thought VP could only break ties in the Senate, and that to throw out a state's votes both the house and the Senate have to agree (and the full House votes). In this case, the Senate would vote to throw out the fraudulent votes and the House would vote to keep them, which means the votes are accepted. I can't find anything that explicitly lays out the process.
