Many are confused by alternate Electors, as I am. Can anyone explain this?

I posted a similar question with no response. From what I gather, it's only up to Pence to decide if there are 2 groups of certified electors. As far as I can tell, these states GOPs are sending correct but not certified electors for Trump while their legislatures/govs are sending certified but not correct electors for Biden. At least thats what it looks like in Nevada. So it looks mostly symbolic, or a signal to GEOTUS that he has our unwavering support across the country.

It seems like some people posting here would have you believe any party's legislators (regardless of their amount of representation in the state legislature) could send their own delegates and the VP can just pick and choose who they want to count. If that was the case then the very small percentage of South Dakota legislators that are Democrats could have sent dem electors in 2016 and Biden coulda just picked them as the ones he wanted.

  1. Are we sure that these GOP electors have not been sent by anyone e.g. not sent by the state legislatures?

  2. I reckon the process relies on one side conceding. If it's disputed, Congress has the final say

  2. probably correct if they are both certified by some entity within the state government beyond the party itself, and I'm saying that solely based on what makes legal sense in my non legal brain and based on the juxtaposition I laid out
