No, they are talking about any error. could be a tear in the paper, a bent corner, ect. Just like vending machines reject old dollar bills. It means 65% had to be looked at by hand to tally the vote.

And were not talking about widely circulated dollar bill so those types of errors should be almost nonexistent.
