He purportedly made changes to the law. Yes, he went ahead and people acted on what he purportedly changed, but there's a lawsuit about if he legally (read: actually) changed the law

They did make changes. They mailed out absentee ballots to every registered voter without application being submitted
They did not have the authority to do that, but did it anyway, per the governor’s edict, (or EO- or whatever governors say)
