Pence will choose which slates of electors to count for contested states (states with more than one set of electors). Any state he chooses to count for Trump will not count for Biden. That doesn't include house and senate members who can also contest a states electoral votes and possibly have them thrown out. At some point, if neither candidate has 270, the president is chosen based on the amount of state legislatures his party controls (Trump would win)
