I am confused as well. If anyone else has a better resource I am all ears. Seems to be confusion as to who holds the decision now, VP Pence or the State House Delegations.
In PA, GA, MI, WI, AZ, NV and NM there were two sets of electoral votes. These will be opened by VP Pence on January 6th who can decide which set to count. Any member of the chamber can object to his count which would then lead to the House and Senate separating and deciding which set they want to count. This is the part I am fuzzy on. I am not sure what happens if both chambers don't agree.
BUT if VP Pence decides not to count either set in those states, no candidate gets 270 and it goes to the House State Delegations and each State gets one vote for who they want to be President. There are more red states than blue. This has happened before in 1876.

The state legislatures can still change their minds and throw out or decertify the Biden electors based on fraud evidence, court opinions, etc. The dueling slates of electors as well as any changes after today's date gives Pence the ability to choose the slate or simply not accept any electors sent on January 6. That would send it to the House as described in other replies.
I believe if states do throw out the Democrat slate before the 6th, then we may be able to avoid the house step.
