Well, OK. The state legislatures pick the delegations, which is why it is important which party controls each state legislature, and each state gets one vote. However you want to describe that situation.

No they don't. The voters elect their representatives to Congress. The state legislatures and the state delegations in Congress are two completely different political entities.
