Can someone eli5 what this means in terms of the overall election? Does this mean both Trump AND Biden get the electors from these states (i.e. canceling each other out)?

I think this officially creates a conflict of dueling electors as the results are contested, thus setting it up for Pence as president of senate to select which set will count, aside from the results of any lawsuits. Then I think it goes to the house for one vote per state. But someone else confirm if anything else needs to happen for these things to happen.

Is it considered a conflict if one party just decides to send them? Not trying to be a doomer, legitimately wondering. Because with Nevada the house, senate and gov are all dem. That would be like the few dem legislators in South Dakota sending dem electors and calling it disputed. I saw somewhere that Pence only gets to decide if like the state leg certifies one and the gov certifies another but I could be wrong
